The cause of the release is currently under investigation by the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA). Plains is fully cooperating with all aspects of PHMSA’s investigation and it would be inappropriate for Plains to speculate about the cause of the release.
